“Dukcapil Ada Untukmu” Government Communication Bridge in Developing Karawang Smart City

This study examines the DAU (Dukcapil Ada Untukmu) service innovation as a government communication strategy in the development of a Smart City in Karawang Regency. The central research question guiding this study is: how is the DAU service innovation implemented as a government communication strategy, and to what extent does it support the Smart City development agenda in Karawang Regency? Employing a qualitative approach through in-depth interviews, field observation, and documentation study, this research analyzes the implementation of the DAU service within the framework of Rogers' Diffusion of Innovation Theory, encompassing five stages: knowledge, persuasion, decision, implementation, and confirmation. The findings reveal that the community of Karawang responded positively to the DAU service innovation. The service has demonstrably accelerated and simplified access to civil registration documents, particularly for vulnerable groups who previously faced geographical and administrative barriers. Field findings further highlight the strategic role of Community Social Workers (Pekerja Sosial Masyarakat/PSM) as effective diffusion agents, bridging communication between the government and residents at the village level. These findings indicate that the DAU service has successfully traversed all five stages of innovation diffusion in a sustained manner. This achievement simultaneously reinforces the foundation of smart governance within Karawang's Smart City ecosystem. Academically, this study contributes to the literature on government innovation diffusion by demonstrating how community-based intermediaries can accelerate public service adoption, while opening opportunities for replicating similar service models in other regions with comparable social contexts.
